Rebalancing then happens in the same place, in two steps. Changes are drafted, and the draft reports its risk impact together with the drift it would leave versus strategic targets. Only then is it confirmed. The consequences of a trade are visible while it is still a proposal, which is the point at which they are still cheap to change.
